そもそもGoogleとかYoutubeとかが、大量のデータ送受信を必要とするサービスをどんどん出してるから悪いんじゃないか。 そういう人たちだけどんどん儲けて、バックボーンだけが設備投資をどんどんさせられるのはおかしいんじゃないか、という不公平感がこの議論の背景にある。 この問題を「ネットワーク中立性（Network Neutrality）」という。

ところで、バックボーンプロバイダーとは構造的に儲からない産業だ。 先日のMBAの「産業経済学」の授業でやったのだけど、一般論として、次の3つがそろっちゃう産業は儲からない。 ・多大の設備投資（Fixed Cost）が必要 ・顧客を一人増やすあたりのコスト（Marginal Cost）がゼロに近い ・商品・サービスが差別化できない

商品自体で差別化できないと、価格だけの競争になりがちだ。 その上に、顧客を一人増やすためのコストがゼロに近い、となると 価格を安くしても、少しでも人を増やした方が儲かるので、競争してどんどん安くなっちゃうのだ。 で、最初にかかる、巨大な設備投資を取り返せなくなる。 だから儲からない。

つまり、この産業は、競争原理によって、構造的に儲からなくなる産業なのだ。
